Alabama Care Network Southeast Medical Director
Dr. David Smalley is a pediatrician with the Pediatric Clinic, L.L.C., in Opelika, Alabama, where he has practiced for 34 years.
Originally from Arab, Alabama, Dr. Smalley received his undergraduate degree from Auburn University, and graduated from medical school at the University of Alabama School of Medicine. Dr. Smalley completed his pediatric internship and residency at Duke University.
Prior to becoming the medical director for Alabama Care Network Southeast, Dr. Smalley served as the medical director for similar Medicaid programs in this region starting in 2013.
Dr. Smalley was the 2004 winner of the Children's of Alabama "Master Pediatrician” award given to a pediatrician who has contributed greatly to the quality of life for children in Alabama. He is also the 2018 winner of the Wallace Alexander Clyde Distinguished Service Award for Excellence in Pediatrics given annually by the UAB Department of Pediatrics and Children’s of Alabama to recognize outstanding physicians who have devoted a lifetime of service to children and their families.

Kim has worked in the health care field for more than 20 years and with Medicaid care coordination programs since 2011. Before Alabama Care Network Southeast launched in October 2019, Kim oversaw three Medicaid health homes and facilitated the transition from the health home program to the current Alabama Coordinated Health Network program. Kim served as Executive Director of Alabama’s first Medicaid patient care network, which was piloted in the Auburn area in 2011 and served as the precursor to health homes. When health homes were expanded statewide in 2015, Kim oversaw the expansion of her region from seven to 21 southeastern Alabama counties. Kim has a Bachelor of Science in Business Administration degree from the University of West Georgia and an Executive Master of Business Administration degree from Auburn University at Montgomery.
